The best time to visit La Paz is October to April: the heat eases, the sea is calm and the seasons overlap — whale sharks (roughly October to April), sea lion swims when the environmental authority allows them, and gray whale watching in Puerto Chale (January to March). May and June are warm and quiet with fewer tourists; July to September is the hottest, most humid stretch, with hurricane season peaking in August and September.
La Paz can be visited all twelve months of the year, but not every month offers the same experience: temperature, wind, marine wildlife and visitor numbers change a lot between January and August. Two local phenomena are worth knowing: the "nortes", strong winds that blow mainly from December to March and can rough up the La Paz channel, and the Pacific hurricane season, which between August and September can bring rain and temporary closures of water activities. Neither usually ruins a trip, but keeping one flexible day in your itinerary is a smart move.
The Sea of Cortez is the number one reason travelers from around the world come to La Paz, and every species keeps its own calendar:

No time is truly bad, but there are nuances. If the sea is your priority, July and September mean a higher chance of wind or rain cancellations and intense heat, though the water sits around 86 °F and lodging gets cheaper. If you would rather walk the city and beaches without sweltering, avoid midday in any summer month. And if whales or whale sharks are the whole point of your trip, don't risk it: those seasons are set by nature and showing up outside them is a real possibility.
If you can choose your dates, aim for October and November or the March-to-June stretch: comfortable weather, calm seas and the best odds of meeting the wildlife of the Sea of Cortez.
